Anti-Doping Activities 2023

During the years 2022 and 2023 , UIPM undertook the WADA Code compliance revision process which concluded in confirmation of UIPM being fully compliant with 2021 World Anti -Doping Code.

As one of the points identified by  WADA experts  that significant improvement to the  Athlete Education was needed. The Education can be done through certified Educator or through WADA ADEL platform which is accessible for free, in multiple languages and updated constantly to be fully in line with International standards and Code. This tool has been identified as more practical and effective for UIPM Sport community.

As Anti-Doping Education is perceived as a crucial part of a fight for clean sport, UIPM Medical committee has decided on it´s meeting in February 2023 to apply the article 17 of 2021 UIPM Anti-doping rules and require e-learning course on platform ADEL -International level Athletes Education program as mandatory for entering into Paris2024 OG Qualification.  

380 athletes /out of 512 who enrolled has successfully completed the course and obtained their certificate by the end of the year. Athlete activity through the season is represented in graphics bellow.

Alongside with also coaches continued their education on ADEL Platform and their activity is reported by following graphics

The war on Ukraine continues , limiting the participation of athletes from involved countries on UIPM Competitions and in Paris 2024 Olympic games qualification. Nevertheless,  UIPM Anti-Doping team continue to monitor the situation and testing efforts in these countries in order to assure the swift return of teams to competition when the situation allows.

In common efforts with National Anti-Doping Agencies 270 samples were collected. UIPM was Testing Authority for 196 samples where most of the samples are Urine analysis as these provide large spectrum of information, sufficient for general picture of situation.

New competition format did not bring major changes in testing schemes and did not significantly raise the risk of doping. In cooperation with National Anti-Doping Organizations , UIPM team is evaluating it´s testing plans and coordinating testing efforts in order to cover bigger group of athletes optimizing the cost. 

In season 2023 , there were no Therapeutic Use Exemptions  (TUE) requested to UIPM TUE committee and there was 1 TUE submitted for recognition in youth category.

 


Anti-Doping activities 2022

 

Post-Olympic games period has been affected by various factors that had certain impact on UIPM Anti-doping testing and education program .

The traditional fluctuation of athletes after Olympic Games and exchange of generations has been completed by War conflict on Ukraine followed by expulsion of Russian and Belarusian team from the competitions.

Even if RUS and BLR teams are not taking part of competitions,  UIPM Anti-doping team continue to monitor the situation and continue in testing efforts in these countries in order to assure the swift return of teams to competition when the situation allows. Athletes from these 2 countries represented 40% of UIPM RTP and 10% of UIPM TP

Starting from season 2022, UIPM has implemented new competition format to its World cup series leading up to more dynamic and fast competition however the Medical committee have not observed major changes or raise of the risk of doping in Modern Pentathlon.

UIPM acts during testing as Testing Authority and outsource sample collection services using the WADA accredited Sample collection authorities such as National Anti-Doping organizations (NADO´s) or Private providers.

Apart of tests organized upon request of UIPM , athletes are also tested as part of National Anti-Doping program by their respective NADO´s . In common effort of UIPM, CISM and NADOs 712 tests have been performed in 2022 on athletes coming from 37 member federations.

As per TDSSA, the required share of specific analysis for HGrH and ESAs are 5%. UIPM fulfils in 2022 this requirement with 5,3% of HGrH and 6,4% of ESAs.

In year 2022 there were no Therapeutic Use exemptions (TUE) requested to UIPM TUE committee. On national level total of 5 TUE has been granted, out of those 2 were granted long term. There were 2 whereabouts failures (one missed test, one filing failure) and there is no ADRV resulting to this date.


Overview of Anti-Doping activities in 2017-2021 

The „post-Olympic“ year 2017 was  influenced worldwide by situation around Russia and „McLaren“ IP report outputs. The importance of testing and investigation activities in general has risen together with unveiling of doping system in Russia (November 2015) .This issue was continuously investigated by WADA and team of independent investigators during past years, UIPM has been provided by various updates and resulted in 2 years ban of Russia on international competitions. Sanctioned events by the CAS decision from December 2020 are : Olympic Games Tokyo 2020 and UIPM Pentathlon and Laser Run World Championships  2021 and 2022. Russia appears on these events as ROC or RMPF (in case of UIPM PWCH).   

During all cycle the Doping control was present on all major events such as World Cup series, Continental championships and World championships in all categories (Senior, Junior, Youth A). For Youth B and younger athletes , UIPM trusts the education activities shall be given a priority.

To strengthen it´s investigation potential and increase effectiveness of it´s anti-doping program , UIPM has signed the collaboration with Athlete Passport management unit (APMU) associated with WADA accredited laboratory. APMU observe long term evolution of individual passports to identify potential manipulation with samples and use of prohibited methods.

UIPM organized series of unannounced Out of Competition doping controls. These are not linked to any specific event or place and can be sent anywhere and anytime. Share of Out of Competition controls has been increasing during all cycle and we would like to maintain this trend for upcoming cycle.

Unprecedently high share of out of competition controls in 2020 is given by the COVID 19 restrictions and low number of competitionts that took place that year. To observe the trend correctly, the year 2019 and 2021 have to be considered.

Following graphics shows higher ratio of samples analysed with additional analysis to support world wide fight for clean sport.

We are proud to declare Modern pentathlon remains one of sports considered in general not so much affected by doping.

Anti-Doping UIPM takes care also of Athletes education and other activities towards athletes and coaches. Therefore we have participated on events/ conferences organized by WADA (World Anti-Doping Agency)  to get most actual information and be ready for all requests from our stakeholders. It is important to make athletes and coaches understand Anti-Doping is here not to set obstacles to the athletes in their routines but to help them and protect their right to equal competition.

To achieve this we would like to closely collaborate through National Federations with local NADO (National Anti-Doping Organization) that are providing education programs in local languages. We share the idea that an effective education program is investment into healthy future of our future champions. In 2021 we have created one episode of UIPM Live Talks with 3 former athletes from different era of Modern Pentathlon, and discussed the nutrition and positives or risks of food supplementation. We see the high level of contamination of supplements

UIPM has implemented WADA Education Platform – ADEL. Courses offered have been implemented as mandatory part of coaches’ license. Materials provided on ADEL website are constantly updated with newest research studies and in line with the CODE and newest International standards. UIPM Medical Committee, on its last meeting, has decided to fully support individual education of UIPM stakeholders through this platform. The biggest advantage UIPM see in ADEL is the amount of language mutations and so the accessibility to everyone without language limitations.

The vision for upcoming cycle is to further enhance anti-doping education, with focus on new generation of athletes and their entourage. UIPM is also going to analyse the potential change of it´s approach in line with new format being adopted.


UIPM Anti-Doping Activities Overview 2017

The fight against doping is fundamental to the integrity of Modern Pentathlon and all UIPM Sports. Through its National Federations, UIPM operates a zero-tolerance policy on doping and cheating in any form in order to protect clean athletes and promote clean sport. In 2017 the UIPM testing programme continued to evolve, using the latest systems for intelligence and analysis.

 1. Out-of-Competition Testing Program

In accordance with the directives of WADA, the UIPM Anti-Doping Programme is focusing on unannounced out-of-competition testing and this activity involves collecting athlete biological passport (ABP) tests.

In 2017 UIPM’s international registered testing pool consisted of 27 athletes across the entire UIPM world. From 2018 UIPM has introduced a wider testing pool in order to raise the effectivity of its testing programme.

In 2018 the number of in-competition tests will remain relatively constant. Out-of-competition testing will, however, focus on effective testing using intelligence. The testing approach changes from season to season, in view of intelligence and to ensure there is no familiarization with testing routines. Emphasis is also placed on carrying out testing where the national anti-doping program is not able to do so at a high level.

UIPM, in cooperation with local organizing committees, conducts in-competition testing at all UIPM World Cup events. Additionally, testing is coordinated with many NADOs and private providers who carry out in-competition testing at UIPM World Cup events.


UIPM Anti-doping activities overview 2016

This article is intended to provide an update on UIPM Anti-Doping Activities leading up to 2017 season.

The fight against doping is fundamental to the integrity of sport for UIPM and its member National Federations, through a zero tolerance policy on doping and cheating in any form, in order to protect clean athletes. The UIPM testing program has continued to evolve using the latest systems for intelligence and analysis and we are very confident that anyone who dares to try will be caught.

 1. Out-of-Competition Testing Program

In accordance with the directives of WADA, the UIPM Anti-Doping Program starts focusing on unannounced out-of-competition testing and this activity involves collecting athlete biological passport (ABP) tests.

The International Testing Pool of UIPM currently consisted of 30 athletes across the entire UIPM world. For 2017 the number of tests will remain relatively constant, however the focus is on effective testing using intelligence. The testing approach changes from season to season, in view of intelligence and to ensure there is no familiarization with testing routines. Additionally emphasis is also on carrying out testing where the national anti-doping program is not able to do so at a high level.
